In autumn 1997, Vice-Mayor and City Councilor for Urban Planning Bernhard Görg initiated the project Dream City Vienna, which was developed in cooperation with "Werkstatt Wien" and pursued the aim of improving the relation between the universities and the City so that each would benefit from the other.

As a sign of the City’s interest in the creative potential of future architects, all Vienna students of architecture or related courses of study were invited to develop unconventional urban planning and architectural solutions for Vienna. The 175 projects submitted by 260 students from Austria’s architecture faculties are documented in a catalogue.
