On July 14, 1988, President Francois Mitterrand announced that he wanted to build the most modern library in the world. At the beginning of 1989, architects throughout the world received an invitation to apply to participate in an invited competition. 244 architects accepted the invitation. A jury selected 20 architects who were then invited to take part in the competition.
In mid-1989, the jury, chaired by Ieoh Ming Pei, chose four schemes. President Mitterrand and the jury unanimously voted for Dominique Perrault’s entry. Perrault, at that time a 36 year-old, relatively unknown architect , became a star overnight. In 1997, when the jury for the Mies van der Rohe Pavillion Award was held, his project won a second time.

The lecture by Dominique Perrault on his work and the french national library is the final event of the exhibition “Europe’s Best Buildings 1997 – 5th Mies van der Rohe Pavillion Award”, which is shown at the Ausstellungszentrum im Ringturm until January 15, 1999.
